SAPI Colloquium 2025-III​ ​

You are invited to the third SAPI Colloquium of the year, organized by the Seoul National University Artificial Intelligence Policy Initiative (SAPI) in collaboration with the SNU Center for Law & Economics and the SNU Center for Trustworthy AI.
This colloquium will feature Professor Hung-Ju Chen (Institute of European and American Studies, Academia Sinica), who will present on “The Freedom of Speech under Siege: The Tension between Generative AI and Democracy.” 

In his presentation, Professor Chen will explore the challenges that generative AI poses for human–computer interaction within democratic systems, and propose new normative approaches to address these issues.


Below is a summary of Professor Chen’s presentation:

The relationship between artificial intelligence systems and democracy has been studied extensively for a long time. However, as generative AI systems become more widespread, new challenges have arisen in human-computer interactions using natural language. By distinguishing three levels—content, environment, and infrastructure of communication—this presentation analyzes the challenges to identify the unique issues posed by generative AI within democratic regimes and demonstrates that freedom of speech and personal autonomy are facing unprecedented crises. Furthermore, it discusses the normative perspective on how the law should regulate human-computer interactions and proposes a new conceptual approach to the design of AI systems to preserve the value of personal autonomy.
